North Koreans' Tears, Sadness Upon Kim Jong Il's Death (Time.com)

Ever since North Korea announced the death of Kim Jong Il, the wailing has come nonstop. From the woman in black on television, who announced that the Dear Leader had slipped these surly bonds of earth, to those who have gathered daily since then to moan and wail and beat their chests in agonized sadness, the North Koreans have shown that they do public grief better than anyone else.

And make no mistake: they have just begun to weep. On Dec. 28, when Kim Jong Il's funeral takes place in Pyongyang, the masses will be bawling and howling. They'll cry like few men (or women) have cried before. As the rest of the world has watched these scenes, most people are asking a very reasonable question: Are these people nuts? (See photos of Kim Jong Il lying in state.)

After all, it's not as if they had been living somewhere else when tens if not hundreds of thousands of their fellow North Koreans died of starvation in the late 1990s, the direct result of the ludicrous economic policies put in place by the Dear Leader. They walked past the corpses every day. "Everyone knew what was going on," says Kim Shin-yong, who defected from the North in 2002. Nor are they unaware that thousands of others have been flung into the country's notorious political prisons, many for no other reason than being related to somebody who had somehow offended the regime. Yet out they've come, crying their eyes out for a leader who is a sure-shot first-ballot entrant into the Despots Hall of Fame.

Why do they do it? The answer, as is usual in the Democratic People's Republic of Korea (DPRK), is complicated. Many psychologists who view these scenes from afar consider them legitimate. Raised in isolation and fed an unrelenting diet of personality-cult-driven propaganda for their entire lives, a people can feel rudderless and grief-stricken when they hear that Kim has joined his late father, the Great Leader Kim Il Sung, in the afterlife. Scott Atran, a psychologist at the University of Michigan, notes accurately enough that the people of North Korea were told from Day One that virtually everything they have came from the Dear Leader, "and they have no alternative form of reality." And mass grief, though particularly intense in North Korea, isn't wholly unique. Chinese of a certain age recall that when Mao Zedong died in 1976, many Chinese were shocked into tears that the father of their country was no longer with them.

But as Jane Bolton, a psychiatrist, wrote last year in Psychology Today, "a lot of misunderstanding happens around the act of crying," and in North Korea, is that ever true. There are reasons other than grief that enter into play that, to put it politely, would not be a factor elsewhere. Cheong Seong Chang, a longtime North Korea watcher in Seoul, notes that mid-level party officials, if they are seen to be wailing louder than co-workers, "might get promoted." And it's what happens to that other guy -- the guy stupid enough not to be wailing in public -- that provides the real motivation. Scholars of the system in North Korea say that if you are out and about and happen upon a group of criers, you'd best be seen crying too -- particularly if there are cameras rolling. As Lee Sung Yoon, a researcher for the National Asia Research Program, told CNN recently, "If you're not devastated by the news, you might get in trouble."

North Korean defectors say you can eliminate the might from that sentence: the country, they claim, has a network of domestic informants that makes the old East German Stasi look like amateurs. The fact that the Dear Leader could preside over a famine like the one in the '90s and not have the regime even wobble shows just how tight a grip the government has on its benighted population.

The question -- almost unknowable from the outside -- is, What happens behind closed doors? Are the Koreans still crying? North Korea watchers observe that there is less intensity to the public displays of grief this time than when Kim Il Sung, the founder of the DPRK, died in 1994. They further note that the population is not quite as ignorant of the outside world today as it was back then. Modern technologies (cell phones and DVDs from South Korea and China) find their way into the country these days. Thousands defected in the wake of the famine, and many figured out ways to get messages back to friends and relatives about what life is like in China -- or in South Korea, if they are lucky enough to make it that far. Still, clues about what North Koreans actually think are maddeningly elusive. You take them where you can and try to fit them into the puzzle. Consider this: I spent a few days visiting a new university just outside Pyongyang about two weeks before Kim Jong Il died. The school is attended by elite kids, many of them connected to senior levels of government or the military. Some of the faculty and administration of this experimental new school -- all of whom are foreigners -- were on campus when the announcement of Kim's death came. I asked one person how the students had reacted to the news. Was there wailing, gnashing of teeth, rending of garments? "They were quiet, definitely," this person said. "But there was no crying."

None? "No. None that I saw."

Which was a relief to hear. The kids who attend this school are anything but stupid. They know a bit about the outside world, but they are also very much products of the regime. That there wasn't a damp eye in the house is not, frankly, what I was expecting to hear. Remember that the next time you see news footage of what one friend of mine in Seoul calls "the great North Korean wailing contest." Not everything is as it seems in North Korea, and they're not as nuts as they look.

Feds chasing fast-moving Hollywood arsonists

The federal Bureau of Alcohol, Tobacco, Firearms and Explosives has joined California fire investigators searching for arsonists torching cars at the height of arson season: New Year's. More cars burned Saturday morning.

New Year's is high time for serial arsonists, research shows, and Hollywood firefighters are seeing that phenomenon first hand as they chase potential copy-catters who continued to set cars ablaze Saturday morning.

Since Thursday, suspected arsonists have set at least 30 car fires in a compact area of densely-developed Hollywood and West Hollywood, including around the famed Laurel Canyon area, where a car parked in front of a home once occupied by the late Doors' frontman Jim Morrison burned Friday morning, setting part of the home aflame.

Police say they have two people in custody, but the fire-setting continued Saturday morning.

Fire officials said the fires could be the work of a serial arsonist or a copycat culprit traveling between scenes on a motorcycle or even a bicycle. Saturday's fires came even as the fire department urged locals to keep their eyes open and stay vigilant.

So far, investigators have scant evidence to go on, as the perpetrators have for the most part appeared to have avoided video surveillance cameras. A $35,000 reward has been posted to entice residents with information about the fires to come forward.

While no one has been hurt, several homes and carports have sustained serious damage, raising the alarm at the federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which has sent agents to Hollywood.

Arson studies show that the majority of arson fires are set by thrill-seeking youths, even as the number of arson cases in larger US cities declined by 13 percent from 2010 through the first half of 2011, according to the newest FBI crime statistics. The numbers of arson fires historically goes up as a new year beckons, according to the US Fire Administration.

Given its long history of destructive wildfires, California is well-positioned to track arsonists. It has spearheaded the implementation of a national arson registry, similar to the sex offender registry, to track people convicted on arson charges after they're released.

Amid news that the car-burning rampage continued Saturday morning, Angelenos fervently debated what kind of perpetrators could be setting the fires. Some have speculated it's the work of homeless street people, while others have suggested eco-terrorism.

?I'm not even sure how it would be possible for a single individual to cover the area with a car ? it has to be two or more people working together,? suggested Los Angeles Times reader Adrianna Belle on the newspaper's website. ?These fires also seem too low-rent for the environmental terrorists, who, like most terrorists, want the most bang for their buck. If they ever blow [stuff] up, it's usually something big, like an entire dealer's lot filled with cars. Really, though, it's most likely one deranged individual with?a jones for setting fires. Even if they wanted help to stop a compulsion, where would they go??

Jobless claims show labor market improving

New claims for jobless benefits jumped for the first time in four weeks, the government reported Thursday, but the overall trend for the labor market remains positive going into the new year.

The Labor Department said?seasonally adjusted initial claims rose 15,000 to 381,000 in the week that ended Dec. 24, up from a revised 366,000 the prior week.The four-week moving average, considered a more accurate gauge of labor market trends, fell 5,750 to 375,000, however.

Despite the increase in the latest week's data, jobless claims remain below 400,000, a key signpost for economists showing that layoffs have tapered off, although hiring still is lackluster.

"We've seen a pretty strong trend in claims recently. This finally shows they're correcting to a sustainable downtrend," Gennadiy Goldberg, interest-rate strategist at 4CAST, told Reuters.

Hiring has improved in recent months. Employers have added an average of 143,000 net jobs a month from September through November. That's almost double the average for the previous three months.

Next year should be even better. A survey of 36 economists by the Associated Press this month found that they expect the economy will generate an average of about 175,000 jobs per month in 2012.

More small businesses plan to hire than at any time in three years, a trade group said earlier this month. And a separate private-sector survey found more companies are planning to add workers in the first quarter of next year than at any time since 2008.

In November, the unemployment rate fell to 8.6 percent from 9 percent. Still, about half that decline occurred because many of the unemployed gave up looking for work. When people stop looking for a job, they're no longer counted as unemployed.

The pickup in hiring reflects some modest improvement in the economy. Growth will likely top 3 percent at an annual rate in the final three months of this year, economists expect. That would be better than the 1.8 percent growth in the July-September quarter.

Still, Europe is almost certain to fall into recession because of its financial troubles. And without more jobs and higher incomes, consumers may have to cut back on spending. Both could drag on growth next year.

Congress removed one potential threat last week when it agreed to extend a payroll tax cut and to keep emergency unemployment benefits for two additional months. Both programs were scheduled to expire at the end of this month. Economists worried that ending the tax break and the extended unemployment benefits program would have left Americans with less money to spend.

Oil prices are losing ground today, but it is quite likely that the commodity will close out the year with a gain. Risks to oil demand on a global scale are being considered as the eurozone's problems indicate slowing growth. Additionally, developments in Iran could affect global oil demand.

So, even though gold prices (equities are mixed) and the US dollar is lower, oil prices are struggling today. This is not a normal state of affairs, since oil normally moves in tandem with gold prices and inversely to the greenback.

For now, oil prices are weak. However, if the US economy shows recovery and picks up, that could mean better oil demand. And, of course, if Iran does disrupt supplies, it could mean higher prices due to increased scarcity. It looks to be an interesting few days for oil prices once the new year begins.

Preventive care: It's free, except when it's not (AP)

CHICAGO ? Bill Dunphy thought his colonoscopy would be free.

His insurance company told him it would be covered 100 percent, with no copayment from him and no charge against his deductible. The nation's 1-year-old health law requires most insurance plans to cover all costs for preventive care including colon cancer screening. So Dunphy had the procedure in April.

Then the bill arrived: $1,100.

Dunphy, a 61-year-old Phoenix small business owner, angrily paid it out of his own pocket because of what some prevention advocates call a loophole. His doctor removed two noncancerous polyps during the colonoscopy. So while Dunphy was sedated, his preventive screening turned into a diagnostic procedure. That allowed his insurance company to bill him.

Like many Americans, Dunphy has a high-deductible insurance plan. He hadn't spent his deductible yet. So, on top of his $400 monthly premium, he had to pay the bill.

"That's bait and switch," Dunphy said. "If it isn't fraud, it's immoral."

President Barack Obama's health overhaul encourages prevention by requiring most insurance plans to pay for preventive care. On the plus side, more than 22 million Medicare patients and many more Americans with private insurance have received one or more free covered preventive services this year. From cancer screenings to flu shots, many services no longer cost patients money.

But there are confusing exceptions. As Dunphy found out, colonoscopies can go from free to pricey while the patient is under anesthesia.

Breast cancer screenings can cause confusion too. In Florida, Tampa Bay-area small business owner Dawn Thomas, 50, went for a screening mammogram. But she was told by hospital staff that her mammogram would be a diagnostic test ? not preventive screening ? because a previous mammogram had found something suspicious. (It turned out to be nothing.)

Knowing that would cost her $700, and knowing her doctor had ordered a screening mammogram, Thomas stood her ground.

"Either I get a screening today or I'm putting my clothes back on and I'm leaving," she remembers telling the hospital staff. It worked. Her mammogram was counted as preventive and she got it for free.

"A lot of women ... are getting labeled with that diagnostic code and having to pay year after year for that," Thomas said. "It's a loophole so insurance companies don't have to pay for it."

For parents with several children, costs can pile up with unexpected copays for kids needing shots. Even when copays are inexpensive, they can blemish a patient-doctor relationship. Robin Brassner of Jersey City, N.J., expected her doctor visit to be free. All she wanted was a flu shot. But the doctor charged her a $20 copay.

"He said no one really comes in for just a flu shot. They inevitably mention another ailment, so he charges," Brassner said. As a new patient, she didn't want to start the relationship by complaining, but she left feeling irritated. "Next time, I'll be a little more assertive about it," she said.

How confused are doctors?

"Extremely," said Cheryl Gregg Fahrenholz, an Ohio consultant who works with physicians. It's common for doctors to deal with 200 different insurance plans. And some older plans are exempt.

Should insurance now pay for aspirin? Aspirin to prevent heart disease and stroke is one of the covered services for older patients. But it's unclear whether insurers are supposed to pay only for doctors to tell older patients about aspirin ? or whether they're supposed to pay for the aspirin itself, said Dr. Jason Spangler, chief medical officer for the nonpartisan Partnership for Prevention.

Stop-smoking interventions are also supposed to be free. "But what does that mean?" Spangler asked. "Does it mean counseling? Nicotine replacement therapy? What about drugs (that can help smokers quit) like Wellbutrin or Chantix? That hasn't been clearly laid out."

But the greatest source of confusion is colonoscopies, a test for the nation's second leading cancer killer. Doctors use a thin, flexible tube to scan the colon and they can remove precancerous growths called polyps at the same time. The test gets credit for lowering colorectal cancer rates. It's one of several colon cancer screening methods highly recommended for adults ages 50 to 75.

But when a doctor screens and treats at the same time, the patient could get a surprise bill.

"It erodes a trust relationship the patients may have had with their doctors," said Dr. Joel Brill of the American Gastroenterological Association. "We get blamed. And it's not our fault,"

Cindy Holtzman, an insurance agent in Marietta, Ga., is telling clients to check with their insurance plans before a colonoscopy so they know what to expect.

"You could wake up with a $2,000 bill because they find that little bitty polyp," Holtzman said.

Doctors and prevention advocates are asking Congress to revise the law to waive patient costs ? including Medicare copays, which can run up to $230 ? for a screening colonoscopy where polyps are removed. The American Gastroenterological Association and the American Cancer Society are pushing Congress fix the problem because of the confusion it's causing for patients and doctors.

At least one state is taking action. After complaints piled up in Oregon, insurance regulators now are working with doctors and insurers to make sure patients aren't getting surprise charges when polyps are removed.

Florida's consumer services office also reports complaints about colonoscopies and other preventive care. California insurance broker Bonnie Milani said she's lost count of the complaints she's had about bills clients have received for preventive services.

"`Confusion' is not the word I'd apply to the medical offices producing the bills," Milani said. "The word that comes to mind for me ain't nearly so nice."

When it's working as intended, the new health law encourages more patients to get preventive care. Dr. Yul Ejnes, a Rhode Island physician, said he's personally told patients with high deductible plans about the benefit. They weren't planning to schedule a colonoscopy until they heard it would be free, Ejnes said.

If too many patients get surprise bills, however, that advantage could be lost, said Stephen Finan of the American Cancer Society Cancer Action Network. He said it will take federal or state legislation to fix the colonoscopy loophole.

Dunphy, the Phoenix businessman, recalled how he felt when he got his colonoscopy bill, like something "underhanded" was going on.

"It's the intent of the law is to cover this stuff," Dunphy said. "It really made me angry."

Siemens recalls clinical pregnancy tests (Reuters)

FRANKFURT (Reuters) ? Siemens has recalled 15 batches of clinical pregnancy tests because some of them incorrectly showed a positive result, a spokesman for the company said on Friday.

He said the recall affects several hundred hospitals around the world, which were told as early as mid-December to destroy pregnancy tests from the batches.

Until the cause of the malfunction has been found, Siemens will not be supplying any such tests, he said.

John Legend engaged to model Chrissy Teigen (AP)

NEW YORK ? John Legend will no longer be a bachelor: He's engaged.

The singer's publicist said Tuesday that Legend proposed to his girlfriend, model Chrissy Teigen, recently in the Maldives.

No more details are being provided.

Legend has won nine Grammys and released four albums. Teigen was named "rookie of the year" in the Sports Illustrated's annual swimsuit issue last year. She also has a food blog.

Jeffrey Sachs: Gorbachev and the Struggle for Democracy

Last week the world mourned and celebrated the life of Vaclav Havel, whose philosophy of living in truth brought freedom to his people and brought hope everywhere. This week we should celebrate another great revolutionary and Democrat, perhaps the world's greatest but least celebrated statesman. In recent days, former Soviet President Mikhail Gorbachev, now 80 years old, has bravely called upon the Russian Government to step down in the wake of rigged Parliamentary elections. In doing so, Gorbachev continues his remarkable and history-shaping campaign for democracy in Russia and around the world.

While democracy has taken firm hold in the former communist countries of Central and Eastern Europe following the collapse of communism in 1989, the same has not occurred in Russia and many of the other successor states of the former Soviet Union. Gorbachev has consistently denounced Russia's slide back to one-party, even one-man rule, as Russian strong man Vladimir Putin has increasingly clamped down on Russia's nascent democratic institutions in politics, the media, academia, and the regions.

Gorbachev is Russia's leading Democrat, yet he is widely reviled inside Russia, neglected in the United States, and unknown to youth around the world. The unheralded fact is that Gorbachev's commitment to democracy can be felt in all parts of today's world. He was vital not only to the peaceful re-democratization of Havel's Central Europe after 1989, but also to the spread of democracy within Africa and Asia during the past two decades. This month Gorbachev joins his countrymen in fighting for Russian democracy.

Gorbachev's personal fate was to become democratic leader of the world's least democratic institution, the Soviet Communist Party. He was elevated to power by the Party leadership in 1985 to breath new dynamism into the rapidly collapsing Soviet economy. Yet the rigidities and lies of the Soviet economic and political system proved to be largely impervious to change, culminating in the complete collapse of the Soviet state and economy in 1991.

During his six years of rule, Gorbachev was intent on renovating Soviet socialism through peaceful and democratic means. The problem, of course, was that the Soviet economy was a deranged system that directed people and resources through state commands, threats, and the force of the Gulag. Yet Gorbachev relentlessly tried to reform the system not through commands but through persuasion and appeals to truth and cooperation.

Without the terror and threats, Soviet central planning collapsed and the economy descended into massive shortages, collapsed production, and by 1991 an extreme financial crisis. The dire outcomes proved De Tocqueville's famous maxim that "the most dangerous moment for a bad government is when it begins to reform itself." Gorbachev was increasingly despised inside Russia because of the deteriorating economic conditions even as he was lifting the long-standing yoke of political oppression from his countrymen. Eventually he stepped down from power in December 1991 as the Soviet Union itself was dissolved, giving way to 15 successor countries.

I watched Gorbachev's actions up close during this historic period. During 1989-91, I was a senior economic advisor to several post-communist governments in Central and Eastern Europe. In country after country, it was Gorbachev himself who told his communist counterparts that their era of political monopoly was over, and that it was time for them to make room for the democratic forces of Europe. In Poland, for example, Gorbachev directly intervened in the summer of 1989 on behalf of the Solidarity opposition movement, telling Poland's communist leader Wojciech Jaruzelski that it was time to for the communist regime to share power with the Solidarity opposition. One month later, Poland's first post-communist Premier since World War II came to power.

Similar events transpired throughout the Soviet empire and beyond. Gorbachev repeatedly coaxed democratic change throughout Soviet-dominated Central and Eastern Europe and throughout the Soviet spheres of influence in Africa and Asia. Gorbachev's openness and reforms also had a ricochet effect of undermining extreme right-wing regimes around the world, whose raison d'etre had been their opposition to Soviet communism. In this way, Gorbachev's democratic reforms weakened the anti-communist racist regime in South Africa, and bolstered Nelson Mandela's democratic revolution in South Africa.

In the U.S., Ronald Reagan is generally given credit for victory in the Cold War. Gorbachev is mentioned, if at all, for succumbing to the arms-race pressures created by Reagan. Yet the key to the peaceful end of the Cold War was not the 1980s arms race or even America's widening technological superiority. In "normal" circumstances, the Soviet decline might have given rise to violence and the adventurism of war. The Soviet Union disbanded voluntarily despite tens of thousands of nuclear warheads. While countless heroic individuals in the Soviet Union valiantly gave their lives for this outcome, Gorbachev's personal commitment to peace and democracy was decisive. Moral leadership caused the peaceful end of an immoral system.

The West could have done much more to help Gorbachev's democratic reforms. In 1990-91, Gorbachev closely watched Poland's successful economic reforms and urged the West to support similar measures in the Soviet Union. Yet when Gorbachev appealed for Western assistance of the kind being offered to Poland, President Bush Sr. and his disastrous Secretary of Defense Richard Cheney completely rebuffed Gorbachev. A year later, Bill Clinton similarly turned his back on Boris Yeltsin, by then President of an independent Russia. Without Western financial assistance, and with Russia's own deeply divided politics and disastrous economic conditions, Russia's nascent democratic reforms were set back by chaos and corruption.

Russia has suffered from authoritarian rule for centuries, so Russia's transition to democracy was bound to be an epic challenge, and so it has proved to be. Today's brave young people protesting on the streets of Moscow and other Russian cities are making the strongest claim in Russia's modern history for true democratic rule. Russia's current regime is dug in, but the power of youth, massed in protest, will eventually prevail. Whether the protesters recognize it or not, their coming achievements will build on the decisive contributions of Russia's greatest living statesmen, Mikhail Gorbachev.

Toyota to recall 41,000 Etios, Liva models in India

The company, which is present in India through a joint venture with the Kirloskar Group -- Toyota Kirloskar Motor, however, insisted it is not a recall but a "safety campaign".

"It is a proactive approach by us. This development is not at all dangerous but as per Toyota's worldwide policy, we are informing customers that they can come to dealers at their convenient time and replace the pipe," TKM Deputy Managing Director - Marketing Sandeep Singh said.

The company will be replacing filler hose (inlet pipe to the fuel tank) as it could crack up leading to fuel leakage when the tank is filled to the brim.

He said a total 41,000 units of Etios and Liva produced till October 8 this year since their launches will be covered under this exercise.

"It will not take more than 30-45 minutes. This is not recall, it is a safety campaign," Singh insisted.

TKM had in December last year launched the Etios sedan in the country priced between Rs 4.96 lakh and Rs 6.86 lakh (ex-showroom Delhi).

In June this year, the company rolled out its much anticipated small car Liva here, priced between Rs 3.99 lakh and Rs 5.99 lakh (ex-showroom, Delhi).

Singh said TKM is using social media such as Facebook and the company's own website to inform customers about the development.

In 2008 Toyota had announced a recall of around 20,000 units of its popular multi-utility vehicle, Innova, in India to repair a defective part that could lead to oil leakage.

The auto major has also invested Rs 3,200 crore to set up its second manufacturing facility in Bangalore, where the cars are being produced.

The company is investing Rs 1,650 crore to ramp up its production capacity by one lakh units and for increasing localisation of components by 2014.

In October this year, the company had also revealed its plans to start exports of the two models to South Africa by March next year.

Besides, Etios and Liva, Toyota also sells premium sedan Corolla Altis and Camry in the Indian market along with SUVs Fortunner and Prado.

Tony Romo Injured: Cowboys Rest QB Vs Eagles After Hand Injury

ARLINGTON, Texas ? Tony Romo was in the locker room dealing with a passing hand that wasn't broken, but was swelling.

At the same time, the New York Giants were polishing off a victory that rendered the result of this game meaningless, and turned their game against the Cowboys in New York next weekend into a battle for the NFC East title.

So Jerry Jones left his midfield viewing booth and marched right to coach Jason Garrett on the sideline. Neither would give a clear explanation of their conversation, but it's obvious how the chat went considering Romo didn't return and oft-injured running back Felix Jones soon joined him on the sideline.

Missing those crucial players, and lacking intensity, the Cowboys came within 7 seconds of being shut out at home for the first time in 20 years, losing 20-7 to the Philadelphia Eagles on Saturday.

"You have to step back and understand what the situation is," Garrett said. "We need to be as healthy as we can be next week."

New York's victory eliminated the Eagles from the playoffs and meant the Cowboys couldn't clinch the division title with a win. Dallas could've still been playing for a wild-card backup plan, but was clearly more concerned about getting ready for the "win and you're in" route to the playoffs, especially after Romo banged his hand on the helmet of a defender.

Garrett said the club had decided earlier in the week who would and wouldn't play if the Giants won. Garrett said Romo's injury added a new wrinkle.

The question of why Jones decided to personally go over the plan with Garrett again, and in light of the Romo injury, wasn't really answered.

"I did want to go and communicate real good and we did communicate real good," Jones said. "These are decisions made by Jason, ultimately."

Michael Vick threw touchdown passes on his first drive and just before halftime, which was all the scoring the Eagles would need. They added a pair of field goals in the second half, while their defense prevented an offense powered by Stephen McGee, Sammy Morris and Chauncey Washington from sustaining any drives.

Dallas' only points came after a blocked punt set up McGee on the Philadelphia 16-yard line with 19 seconds left. He ran for 12 yards, then hit Miles Austin for a 4-yard touchdown pass to avoid the first shutout since November 2003, and the first at home since September 1991, also against Philadelphia.

"I just feel like we dodged a bullet ? Romo is healthy, that's critical to us," Jones said. "I certainly agree with how we played the game tonight, and who played what, when and how they played ? complete agreement with it."

Dallas (8-7) lost for the third time in four games, guaranteeing another losing record after Thanksgiving. If the Cowboys end up missing the playoffs, this flop at the finish will loom large all offseason. Of course, if they win the division, it'll only be a footnote.

The upcoming week will be filled with all sorts of similar high-stakes ramifications that will be riding on the finale for both Dallas and New York. Anticipating huge interest ? and high ratings ? that game has been moved to NBC's prime-time Sunday night showcase.

"If at the beginning of the year you told us we would have a chance to win the division in Week 17, we would have jumped at it," tight end Jason Witten said. "We will have to play our best football. It's on the road. It's going to be tough. But that's the environment you have to take. The Giants have been in these situations, too. It's going to be a huge challenge."

When this game kicked off, the Giants were up by only six points midway through the fourth quarter, so the Cowboys and Eagles still had a lot to play for.

Philadelphia got the ball first and Vick picked up where he left off the last time these teams met, cruising 80 yards in eight plays for a 7-0 lead. Then the Eagles snuffed Romo, forcing a punt from around midfield.

On the final play of that series, Romo rushed a third-down pass to avoid a sack. On his follow-through, he smacked his passing hand on Jason Babin's helmet. That's when things got about as interesting as they'd be the rest of the afternoon.

The drama began with Jones leaving his midfield viewing booth to chat with Garrett. He returned to his booth about the same time Romo returned to the sideline.

Romo couldn't grip the ball or take a snap, so he got his hand and wrist wrapped. While he was trading his helmet for a baseball cap, team vice president Stephen Jones arrived on the sideline and spoke with trainers. Felix Jones then joined Romo as being done for the day.

McGee ? who moved up from third-stringer to backup when Jon Kitna went on injured reserve ? took over for Romo and went 24 of 38 for 182 yards, with four runs for 28 yards.

McGee beat the Eagles in last season's finale, but he struggled to even sustain drives this time. It didn't help that his running backs were Morris (pulled from retirement before last week's game) and Washington (signed off the street this week).

"It took me a little while to get comfortable," McGee said. "I don't get very many reps, basically never in a real game. I felt like I made progress through the game."

Philadelphia (7-8) won its third straight, giving the preseason "Dream Team" and midseason nightmare the chance to break even if it can beat the Redskins at home in its finale next weekend. The Eagles also swept the season series against the Cowboys for the first time since 2006, having clobbered Dallas 34-7 in October.

"If we had gotten into the playoffs we would have definitely done some damage," Vick said. "It's unfortunate we didn't. That's the game of football. We made some mistakes early (this season) and got behind in the win-loss column. But we're just happy we're finishing strong."

The defense sure is. Philadelphia has allowed just 36 points and 683 yards over the last three games, with 16 sacks.

"I think it took a little time to gel," said defensive lineman Cullen Jenkins, one of the offseason additions whose arrival raised expectations. "I guess it took longer than we anticipated. We just didn't get the job done. You can make all the excuses in the world, but they really don't mean anything. At the end of the season when you look at our final record, there's not going to be asterisk by it. You just have to own up to it. We let a lot of opportunities get away from us early. All we can do now is control what we do in the future."

Vick was 18 of 32 for 293 yards, with the touchdowns going to Jeremy Maclin and Brent Celek. Jason Avant nearly had another TD, but fumbled inches before touching the pylon, resulting in a touchback for the Cowboys.

DeSean Jackson caught five passes for 90 yards, and ran for 27 yards on two end arounds, both on consecutive plays.

Alex Henery kicked field goals of 43 and 51 yards for the Eagles' only points in the second half.

"They're disappointed we don't have a shot at the playoffs," coach Andy Reid said. "At the same time I was pleased with the energy they brought to the football field. They wanted to dominate and play aggressive football. Nobody was hanging their heads."

Foundation Announces Free College Tuition for Buffalo Students

BUFFALO, N.Y. - Christmas came early to kids in?Buffalo public?schools on Tuesday.

Starting with this year's junior class, any kid that graduates will have their tuition paid for to any SUNY school.

George Weiss is the philanthropist who founded the "Say Yes To Education" program.

Buffalo is the second city in the state to be chosen for the program, which?will provide $100 million in scholarships over the next 20 years.

Scott Brown:?"Do you know how many problems and how dysfunctional the educational system here is?"

George Weiss: "What makes it work is a city realizing what they've done hasn't worked and they are suddenly about change. This is the only way people put aside their political differences."

School Board President Lou Petrucci:?"We hope it improves attendance, we hope it improves grade point average, we hope it improves their graduation rate, we hope it improves everything."

Scott Brown:?"How much more incentive does this give you to do well in school?"

Terrel Harris, Performing Arts student: "It definitely gives us a lot to see that we have a purpose, that we can do stuff in the future and that college is there, it's a reachable goal."

The "Say Yes" program also insists that it have a major say in how the school system is run in terms of curriculum, tutoring, and summer school.

Syracuse was the first city in the state to get the program. It now has over 100 colleges - SUNY and private schools - taking part in the program.

Starting in January, members of the Bufffalo Say Yes program will begin to negotiate with local private colleges to say whether they'll take part in the program.

The program is funded through the Say Yes Foundation and local foundations and donors.

The organization Say Yes to Education is partnering with the Buffalo Public Schools to invest $15 million into the school system and offer a scholarship for free tuition for students to attend state schools.

The scholarship is part of a "promise" fund for students in the Buffalo Public School system to cover up to 100% of their tuition at a SUNY school. The class of 2013 will be the first class eligible for the scholarships.

The tuition is offered to students who complete all four years of high school. Nearly 1,000 students have received scholarship in Syracuse where the program has been operating for four years.

Another Soyuz rocket launch fails

Russia's recent poor launch record has continued with yet another Soyuz rocket failure.

This time, a Soyuz-2 vehicle failed to put a communications satellite into orbit after lifting away from the country's Plesetsk spaceport.

Debris is said to have re-entered the Earth's atmosphere near the western Siberian town of Tobolsk.

In August, a Soyuz failure on a mission to resupply the space station led to a six-week suspension of flights.

Friday's rocket was carrying a Meridian-5 satellite, designed to provide communication between ships, planes and coastal stations on the ground, according to RIA Novosti.

It was a Soyuz-2.1b, the most modern version of the rocket that has been in service in various forms since the 1960s.

The failure is said to have occurred seven minutes into the flight. Sources being quoted by the Russian media talk of an anomaly in the rocket's third stage.

"The satellite failed to go into its orbit. A state commission will investigate the causes of the accident," the spokesman of Russia's space forces, Alexei Zolotukhin, was quoted as saying by the Interfax news agency.

August's botched launch involved a Soyuz-U. An inquiry into that incident eventually traced the problem to a blocked fuel line, again in the third stage of the vehicle. But the U and 2.1b Soyuz variants use different engines in this segment of the rocket, so no immediate parallels between the two incidents can be drawn.

Friday's failure now puts a major question mark against the next Soyuz launch, scheduled for 28 December from the Baikonur Cosmodrome. This flight is intended to put in orbit six satellites for the Globalstar satellite phone company.

And it will raise concern again among the partners on the International Space Station (ISS) that there may be systematic problems in the Russian launch sector.

Following the retirement of the American space shuttle in July, the Soyuz rocket is the only means of getting astronauts and cosmonauts to the ISS. August's failure saw manned flights stand down even longer than the six weeks for unmanned Soyuz rockets, and the hiatus put a severe strain on the operation of the space station.

Russia has experienced a number of launch mishaps in the past 13 months.

On 18 August, the week before the loss of the space station mission, a Proton vehicle failed to put a communications satellite in its proper orbit.

Back on 1 February, a Rokot launch also underperformed with a similar outcome.

And on 5 December last year, a Proton carrying three navigation spacecraft fell into the Pacific Ocean. This particular failure is widely believed to have contributed to the decision of the Russian government to replace the then space agency chief, Anatoly Perminov.

Vladimir Popovkin took over as the head of Roscosmos in April.

The rocket failures come on top of the loss of Phobos-Grunt, Russia's most ambitious planetary mission in decades. It became stuck in Earth orbit after its launch in November and will probably fall back to Earth next month.

27 dead in church blast near Nigerian capital: Priest

MADALLA, Nigeria: A suspected bomb blast on Christmas Day near a church outside the Nigerian capital has killed at least 27 people, a priest there said, citing the toll provided to him by rescue officials.

"The officials who counted them told me that 27 people died," Father Christopher Barde told AFP, adding that the explosion happened as the Christmas morning service was ending.
